  The District’s 2022 Construction Work Plan budget includes $8.2 million for the construction of several sizable projects. The single largest project in the Construction Work Plan is the construction of a new 69/34.5 kV subtransmission and distribution line between the rural Clatonia and rural Adams substations. As part of Norris’ mission to provide electricity in a safe, reliable and efficient manner, this new line will provide a new backup power feed to each of these substations.
This 14-mile line will run along West Buckeye Road, South 25th Road and East Birch Road. The project also involves upgrading

the existing three-phase line along the route to twisted pair 1/0 Aluminum Conductor Steel Reinforced (ACSR). The existing three phase distribution line has a range of conductors, including 1/0 ACSR, #2 ACSR and #4 ACSR. The new twisted pair 1/0 ACSR conductor is constructed of two 1/0 ACSR conductors twisted together. This type of conductor results in a power line that is more resilient against wind and ice and can handle larger loads than standard 1/0 ACSR. The estimated cost of
this project is $3.08 million, which is 37% of the overall budget for the 2022 Construction Work Plan.
With crews from three of the District’s four operating areas assisting in this build, weather permitting, this project has an anticipated completion date of fall 2022. The District will make every effort to minimize the outages along this line route during construction, with necessary outages being kept to a minimum and coordinated with the customers.
