How Many Norris Customers Experienced a Rolling Outage?
A total of 10,760 Norris electric services, or less than one-half of all Norris electric services, experienced a rolling outage anywhere from 8 minutes to 1 hour and 42 minutes. Most of the outages lasted between 25 minutes to slightly over 1 hour.
How did NPPD Fare During this Extreme Weather Event?
NPPD’s diverse mix of generation resources benefit NPPD, its customers and the region. NPPD is generally a net seller into the energy market due to its competitively priced energy, bringing back revenues to offset customers’ power costs. While NPPD realized significant, unprecedented fuel price spikes during this event, and had to purchase fuel at prices exponentially higher than in normal times, NPPD was kept whole for fuel and certain related expenditures during the event due to energy sales into the SPP market during that same time.

Will Anything Change as a Result of the Rolling Outages?
The electric industry must remain committed to reliability and scrutinize all contributing factors involved in the recent rolling outages to guard against a reoccurrence of this situation. Power is essential and a fundamental part of our lives. It should not matter whether we are experiencing extremely hot or cold weather conditions. The electric industry needs to be there for our citizens. There will be a tremendous amount of work and effort by everyone involved to analyze the events that occurred and develop solutions to help avoid future disruptions of power.

The United States has two major electric grids called the Western Interconnection and the Eastern Interconnection. SPP members, including NPPD, are located in the Eastern Interconnection. Most of Texas operates in its own electric grid called the Electric Reliability Council of Texas (ERCOT). A very limited amount of power flows between the grids for a few reasons. One of the reasons is that power in each electrical grid is not electrically synchronized with each other. During the rolling outages, generation in the SPP, including NPPD's generation, was not flowing into ERCOT.
Customer electric bills are typically higher during extreme cold weather when more energy is consumed for heating. Norris customer rates will not be negatively impacted by this unprecedented event. There have been reports of extraordinarily high electric bills in Texas for customers whose electric rates are directly tied to wholesale market prices. None of Norris’ customers have variable electric rates that fluctuate with market prices.
